The motion settings are not set correctly.
NOTE: Video Insight recommends Camera Side Motion Detection with Use Camera Settings and to configure the motion settings within the camera's web interface. This will alleviate the stress on the server's CPU.
For Video Insight Version 4.3 please see page 237 of the admin manual: Download Here
For Video Insight Version 5.0 please see page 245 of the admin manual: Download Here
For Video Insight Version 5.5 please see page 220 of the admin manual: Download Here
Pre and Post Motion buffers have not been configured.

This could be caused by a few things.
1. The production server and the failover server are not sharing a database.
2. Not enough time has gone by, the standard wait time for a failover in a production environment is around 5 minutes.
3. The server did not properly fail (this typically is seen when the customer is trying to force a failure and they do so by stopping the service and waiting for the failover to happen when it will not in this instance)
4. Failover server has lost connection to the database.
5. The failover server failed in the same way that the production server failed (for example a system wide power failure would account for this).
